Default inherited a 60 gallon salt water tank needs help ASAP

Hello. I inherited this tank when a business was closed down and the tank needed a home. I said ok not knowing what I was taking on. I don't know what I am doing, the things I have done have been trial and error. I am on fixed income from the state and I don't have much money to pay for maintenence (the last call was 150.00) and the only call I was able to make.
The problem know is that my filter is not working, there is hair algae covering everything. I have about 5 fish and various coral and rocks.

What I am asking is there anyone out there in San Diego or groups of volunteers that can come and assess the tank, help me get whatever is needed and either keep maintaining it at an affordable rate or get rid of it. I honestly can tell you that I don't seem to be doing an ok job let alone a great job in maintaining it myself. I would be happy to release this tank to someone who knows what they are doing and are passionate about also, I am afraid I am not that person, I am just really frustrated.
please advise soonest....any help appreciated but I must say time is of the essence.
