I would say as long as you mix the same size. and give them there own space to have for themselves. I would not put 4 in a 90 gallon. maybe more like 150.
A small snowflake eel should be just fine with some larger puffers. just make sure you know how big it is going to get. I have seen some pretty big eels in aquariums.
p.s I also agree with babedolle about disrespect. make sure what you say is respectful of others.(even if you disagree with what they said)
