You can add the two angels at the same time, but it is not recomended because one may bcome more3 sominant than the other. The angels would be fine with non-aggressive fish. I have a small tang, a coral beauty, engineer goby and a clown in my 55 and they are all happy and swim together.

As for seahorses, they are not recomended because they are very finiky and picky eaters. They also do not like a lot of flow. That is why they are best kept in a species only tank.
