Icon13 Blue Hippo Tang-Parasite?

We recently bought a blue Hippo Tang, about 4/5 inches big. The owner said he was getting rid of him because his tank wasn't big enough, and we didn't notice any issues then. When we brought him home, we started noticing little white dots accumulating all over him. I thought it was "battle wounds" from the Yellow Tang being territorial. However, this morning, I noticed our Blue Tang laying on the sandbed, and our Skunk Cleaner Shrimp (if you dont have one, get one!) was PULLING THE WHITE THINGS OFF OF HIM. IF this is a parasite, will it harm the other fish? The white specks are floating in the water.. and the fish try to eat them. I tried to get a picture, but our Hippo hates the camera and hides as soon as he sees the "prep-flash". Please help! Thanks!!
