Default how can my QT have high nh4/nh3?

My clown has Brooklynella. It was perfect yesterday but has a small barley visable white ring just in front of it's fin. on the top right hand side behind his head. I can't get a good pic. even on the HD setting on my camera. My first perc. passed away from the same thing about 6 months ago and it started small like this one and the area turned into a patch rather quickly.

This site has made it where I know just what to do but,
Problem- the QT has ammonia at 0.5. the PH is at 8.0.
My main tanks' PH is 8.2 and ammonia is almost 0.25. I can't get it lower think it's the water here, IDK. I don't want to put a sick fish in a tank with low ph and high ammonia. The QT is a 10 gal. kit from wal- mart. I put a 20g filter in it, but nothing special. If i do a 100% WC and add stress zyme and ph buffer will it be ok in time? Is there anything I can do other then that please let me know. I'll be rather mad at myself if I lose a fish when I can make it better

My damsel has a issue too

is it fin rot? Please note that my clown is mean to him. just in case it's a bite

This is the very best shot Iv'e got of the clown but I can't hardly see anything in the pic. maybe you can
