Cant be flow! I have over 5k going thru my tank at any given moment, and my duncans love it.
Question #1 what do you have the Duncan next to? could it be coral warefare going on in your tank?
#2 what are you feeding them, if anything at all. duncans like to be target feed.
#3 the previous owner had them under what type of light? meaning what was the wattage? could not be enough lighting?
You say your water levels are okay, are you sure? how old are your test kits? I am not doubting you, but you need to cover all your bases.
Is there anything else in your tank that is acting strange?
Duncans are fairly hardy, so it takes a lot for one of them to go bad. Stress is a major factor, the way it's handled, the way they're shipped.
