Default glueing under water?

i am going to add a baffle to my sump , now do i need to empty it and dry it first or can i just silacone it in with the water still it the sump. ...

I tried it underwater and didint work that great. also, make sure it is completely dried by the time water his the silicon stuff.

thats not going to be easy . i guess i can run my tank for a day with just my skimmer and 2 power heads .

tommorow after work i will shut down my pump and dry it out , then glue in my baffles and wait over night .. after work on saturday i will put it all back together.
