I don't know where to put this but I hope I am putting it in the right spot. I have a 400MH, and a 12" tall frag tank. How far should the light be from the water? Should it be at least 12" or is that still too low?

I would put it up higher then that if the tank is only 12" tall, that 400 watt MH will fry just about everything in that small of a tank.

You may need to keep it very high in order to keep the tank's temp down and from burning the flesh on your corals from the high intensity. If your corals are SPS corals that are under intense lighting in your display tank, then you may be able to eliminate that factor.

No, just a frag tank and for now I have a spare 400w ballast. So would 18" be the best height?
I was thinking 12" would've been too low. Thanks guys, I guess I will be playing with my buddies light meter.
