Default Changing to Icecap 660 ballast.

i will a 6 tube HOt5 system on my 38gl. I currently have two workhorse ballasts running the system. I want to change to the icecap 660 ballast. I know it gives better output then the workhorse but i am wondering if, for 1, should i just run a 4 tube, (one ballast= less money), and does anyone know how much increase in light intensity will it emit? If its much higher i dont want to shock everything in the tank.
