Default Hydroponics Tray for Frag Grow-out?

I have a 4'x4'x7" hydroponic tray which I am thinking of slapping under a MH and using it as a grow out tray for frags. I am worried about UV and superoxide damage as there will only be 2"-3" inches of water over the taller specimens.

Can it be done?

Yup......Just raise your light till nothing bad happens. Have you ever seen a reef tank with the coral growing right up to the waters surface?

Thanks for the response. I have seen a reef tank with mangled coral growing right up to the surface. What would be my best option for a single ballast for the 4'x4' footprint? 250w or 400w? Would I be better off going with a bunch of T5s? I am already running about 2000 watts of lighting in my house and don't want to be throwing unnecessary photons out with the ungodly electric bill I already pay.
