Default Quartz Halogen Lights

Could quartz halogen lights be used on a reef tank? I'm talking about the work lights you can get at your local hardware store for usually under $10. They are bright, considerably cheaper than the halogens offered on the market & bulb replacement is inexpensive as well.

Checked with Philips on their bulbs. The Kelvin rating is 3000. I'm guessing these could be supplemented with actinic. Any ideas?

No, you need a Kelvin rating of at least 6500, but preferably 10,000K or higher. That's why marine bulbs are more expensive (usually), the Kelvin rating.
