Default Protein Skimmer problem...

I can not get this to work properly. It is a Aquarium Systems skimmer, manufactured by Instant Ocean. I put it in a tub full of fresh bath water, plugged in the pump, and it pumps good. There is an air inlet and valve that the pump sucks air through, and it is sucking air, however there is no fine mist of bubbles circulating through the body of the unit. The pump is blowing a mist of air out of it's outlet, however when you hook it up to the skimmer, there is only a small tornado of air through the middle tube, and no fine mist. I have seen these in action many times at local fish stores, and this one does not look like it's functioning right. Here's pictures of the skimmer, does it look like anything is missing?

Any help will be greatly appreciated!

Protein skimmers don't work in fresh water. Did you ever see one on a fresh water tank?There is a big differnce in how bubbles form in saltwater.
