would uv lighting help to kill most of parisites in water ?

I'm assuming that you mean a UV sterilizer. The answer is yes, the UV sterilizer will kill any of the parasites that pass through the unit, but it will not completely kill 100% of the parasites in the water since some will not make it into the unit.

What is the best way to attach one of these if you have a hang on canister filter. My tank is only 46 gallons. I will upgrade one day but it seems that all of these units go somewhere in the filtration system.. I dont think that is possible with my unit

Mine is stand alone. You can use it with a cannister, but then you get into tubing and so forth...not really worth it, IMO.
