sounds a little bit like pop eye. just doing some reading on it and symptoms say they eye could be foggy and bulging. its caused by a bacterial infection due to poor water quality, or injury to the eye. non contagious. foods mixed with a broad spectrum antibiotic such as tetracycline, chloramphenicol or kanamycin would help with the infection. but please please please get a second opinion!! im a beginner myself so please let one of the guru's give another opinion. but google pop eye and see if thats what your fish has.

IMO as long as he is eatting and active I would just leave him in the tank, catching him and putting him in qt might stress him out

i spoke with one of the lfs employee who is majoring in marine biology and he also agreed to just leave the fish in the tank.he said that most likely it is an injury to the eye and not neccessarily a bacterial infection.i have noticed some slightly aggressive behavior between the longnose hawk and the coral beauty.there is a possibility that the coral beauty was hit in the eye with one of the hawks fins.
