Icon11 Cycling a quarantine tank

I'm setting up a quarantine tank for the first time. It's a 29G tank filled with RO water. I have a HOB filter using a particulate matter filter, no carbon, and a bio wheel. I am wondering if I should add a couple of damsels to cycle this tank, or just feed the empty tank.

Get an old used filter pad or sponge from your display tank at next water change and use it to cycle your QT. It already has a source of nutrient and bacteria on it.
