Default PH Meter Problem/Question

I have a Milwaukee Model SM101 PH meter. I calibrated it as per instructions with 7 and 10 solutions. I am mixing up top off water in a 6 gallon water bottle. It is RO water with the equivalent of approximately ¼ teaspoon of Kent Super Buffer. I put the probe in the water, it read 8.65. Over the course of 20 minutes the meter is now reading 7.69 and still dropping approximately .01 every 30-45 seconds. I am thoroughly confused. There has been no temperature change in the water.

Sometimes it can take a meter's probe a little time to stabilize and get an accurate reading, but most pH probes are pretty good. How long was the RO water made up and how long did it have the Buffer in the water before you took the reading. Many chemicals take a long time to mix fully with the water and become stable.
