Icon5 Help with priorities

Okay....here goes! From my nomerous posts, we're still in initial cycle stage. As far as equipment, all we have is the generics the tank came with when purchased, and I'm trying to prioritize the next changes that need to be made. How would you list your priorities? Is skimmer more important than sump? Additional power heads? (I can say I'm still not quite certain about what a sump actually is!) Can I wait on lights until I'm ready to start adding coral? Am I correct that an RO filter should be the very next thing I go for so as to 86 the tap water from top offs?

Sorry...so many questions from this newbie!
