Default cycling my tank please tell me if correct

ok
welll today the skimmer came it looks good
so since i live on a island theres a spot where it isn't illegal to collect live rock so i think this will be the cheapest way

so i was wondering if this sounds good
collect about 50 pounds of live rock
bring it home scrub off any sponges etc.. place it into a container with a heater and power heads for about 2 weeks then do a 50 percent water change after that
place the live rock into my unestablished tank leave the lights off and run the skimmer
and do water changes and testing till it test right

how does that sound?
any pointers will be really helpful

I suppose it depends where this island is located -but more importantly, how confident you feel with regards to possible contaminants (pollutants, run off, and who knows what else) being in the water. I would worry about the live rocks you harvest yourself leeching something into your reef tank. Yes curing them in a separate tub for ~2 weeks may allow some of whatever may be in the rock to leech out, but what if not everything does?
I would recommend trying to check around locally and see if anyone is shutting down a reef tank, or salt water tank in general. Most times you can find a bargain on the price of the live rock, and best of all, the rock is already cured.
