Icon6 tips fpr spreading sand bed...lol..really

I bought a used 100 gallon tank with a 6" sand bed on a plenum...I have washed the sand until I can't see anymore...lol...soooo it is basically wet/very damp and difficult to spread in an evenish mannor for the first layer..the idea is a layer of sand then a layer of window screen then a nother layer for critters to play in without disrupting the first layer...anyone have experience in this area? Would it help to put a couple of inches of water in? Thanks so much...yes I know it is only reccomended by 1/3 or less of the current aquarists..lets get past that:-) Thanks so much!!
