Default want to buy a reef tank, getting started is this a good deal?

Here is the ad of an individual selling off his 125g tank. He says I will probably have to replace the ballast, and the bulbs are new (VHO) but they just dont fire up...said maybe it was the wiring.

Still though do you guys have recommendations what else to get. I am going to try to do a reef system.
Here are the pics too

From the ad:
"I am selling this 125 gallon reef ready aquarium with built in overflows and skimmers. Stand contains sump tank and all connections. All you need is a new pump which I will include for an extra charge and possibly replace some lighting. The current lighting is VHO and setup for a reef tank. Paid over $3000 new just for tank.

See included photos. Tank is already broken down. "

Doesn't sound like a bad deal. VHO is very good lighting for reefs, it's just expensive to maintain (lots of light = lots of heat = short bulb life). From the pictures it looks like a really nice tank and stand at least.

Look's scary if you ask me...Why is it empty? IF they say it has built in over flow's why 4 power head's? why not any return's.....I wouldnt buy unless it's up and running..Plus the sand bed is dead if he/she emptyed the tank.......Somthing sound's fishy...BUT it is nice!!
