Default Live Rock in a Fish Only

will the algea, organisms, coral, etc. on live rock grow in a fish only tank with fish-only lighting? I think it has 40 watts for a 55gallon.

Or is the live rock only beneficial because of the bacteria it has in it?

It definitely will grow but not at the rate it would under higher wattage lighting. The bacteria for filtering is what is really beneficial.
