Default water samples from the surface or bottom?

I just got to thinking, should I be taking my water samples near the bottom where everything settles in a sense? or at the surface of the water? This way I know im doing it right.

I am trying to think of a reason why it should make any difference but I cant.As long as you have good water flow it should be the same.
