Default White spots on LR and brown hair like algea?

I have white spots formed on my live rock and brown hair like alge. What is this? Please help. I just set up this 75 gal saltwater tank approx 2 weeks ago. I have not added anything yet except 65lbs of lr and live sand. My water is testing great - no problems noted during this 2 weeks - Nitrate spiked one time - now back to normatl. Any advice would be greatly appreciated.

Not much you can do, your tank is cycling. Give it a few weeks and then add some snails and a few hermits to help tidy the joint. After the tank cycles you can start water changes, and change it using RO/DI water, not tap, tap causes too many algae blooms like you are witnessing now.
