Glad you posted for some advice. It takes a lot of reading and research to know how to create a successful reef tank.
YES - you should have a skimmer (I say should because in this hobby there are no absolutes)
If all you have in the tank is sand and water you could pump the tap water out and add RO/DI water that you have premixed.
I dont know if cold will affect any bacteria in sand, but getting it from an unknown source is worrysome - you dont know what condition this persons tank was in, cold be great, could be bad.
DO NOT ADD LIVESTOCK yet! READ, reasearch, learn. Your live rock will need to cycle and you will need to stabilize your system. Water perameters, temp and lighting issues will need to be taken care of before you add livestock.
