Default cycling with cocktail shrimp

is there a certain amount per gallon you are supposed to use?
also when should a protein skimmer be turned on? during or after cycle?

You only need 1 or 2 in there without the cocktail sauce!
Running the skimmer depends on whether you are trying to cure LR or not at the time. Generally I always run the skimmer. It will only take out what's in there. Just don't do any water changes until AFTER the cycle is complete. Otherwise you will slow down the process.

i have only some dead live rock (marco rock) that was cured already but when i turn on the skimmer it goes nuts and starts pulling out alot. i thought the skimmer would pull out the stuff i needed to cycle , no?

Is it a new skimmer? Sometimes the new ones will do some funny things until they "break-in" so to speak. It might be something coming off the rocks. I know my skimmer goes crazy if I put a new filter sock in the I don't rinse thoroughly.
