My 12 gal nano tank has live rock and sand in it and the water is crystal clear. The nitrate and nitrite levels are reading safe. Is it safe to put snails and hermits in the tank now. What about a star fish?

NO starfish, but if your nitrite levels are zero and your nitrate is safe, then you can start adding a clean-up crew. Starfish will usually die in a smaller tank though, and even if you get one that won't they usually require a fairly well-established system.
