Default Voltage???

can you use a regular volt meter to test for tank vooltage?
IE: one probe in the tank and another to ground?

Yes, but alot funner with your finger.

Just remember you will pick up a induced voltage reading from electrical equipment around the tank. If you're getting a shock you have true voltage and need to fix the problem.
