Default Stricter Licensing for Coral Retailers and Propagators?

What do we all think about licensing for saltwater retailers and propagators? I don't mean your local club member, but I mean for people who do interstate shipping and such.

I feel with the recent lose of corals due mother nature (particularly the latest earthquake) and foreign country's poor regulations on coral collecting that we should put a stop to these Chinese and Philippine companies that pop-up, dynamite a few local shorelines and sell off the coral, live rock and dying fish for a near 1000% profit.

So, may question for you all is: should be help start an initiative to only purchase from reputable companies that collect in humane and environmentally "safe" ways? Or do we not care so much about how we get our corals, as long as we get our corals?

I realize it is a slippery slope and I know of companies that certify corals as aquacultured, but those seem to be far and few.

If I even thought for a second that someone I buy from was dealing with the dinamiters and bucket shovel people I would stop dealing with them and call the law. Yes, lets get rid of them.
